Stray Dog Monitoring
GPS-tagged sterilisation and immunisation tracking of the stray dog population, ward by ward — Thiruvananthapuram Municipal Corporation.
Thiruvananthapuram Municipal Corporation runs an Animal Birth Control (ABC) programme to humanely manage the city’s stray dog population. Trained teams catch, sterilise and anti-rabies immunise dogs before releasing them back where they were found. Every animal is ear-notched and GPS-tagged, giving the corporation live, ward-wise visibility into sterilisation and immunisation coverage.
How the ABC programme works
Report or survey
Citizens report stray dogs through the app or helpline, and ward surveys map the population at each catch point.
Humane capture
Trained ABC (Animal Birth Control) teams humanely catch the dog and move it to the corporation-run shelter.
Sterilise
A veterinary surgeon performs the sterilisation surgery, followed by supervised post-operative recovery.
Immunise
Each dog is given an anti-rabies vaccination and a health check before release clearance.
Ear-notch & GPS tag
The dog is ear-notched and its record is GPS-tagged to the exact capture location for ward-wise tracking.
Release & track
The dog is released back at its original point and the ward dashboard updates sterilisation and immunisation coverage.
- Sterilisation and anti-rabies immunisation are carried out under the national Animal Birth Control (ABC) Rules.
- Every dog is ear-notched and GPS-tagged so teams never re-catch the same animal.
- Dogs are released back at their original catch point to keep a stable, immunised population.
- Citizen complaints are routed to the nearest catch team and tracked to resolution.
- Ward-wise coverage is published for public transparency.

Frequently asked questions
It is the corporation’s system for running the Animal Birth Control (ABC) programme — GPS-tagged tracking of the stray dog population, ward by ward, covering sterilisation, anti-rabies immunisation and complaint resolution.
Report it through the Smart Trivandrum app, this portal or the help desk below with the ward and a landmark. The complaint is routed to the nearest ABC catch team.
No. Dogs are humanely caught, sterilised by a veterinary surgeon under anaesthesia, immunised, allowed to recover, and then released back at the exact point they were caught, as required under the ABC Rules.
Every sterilised and immunised dog is ear-notched. Its record is also GPS-tagged so ward teams can avoid re-catching the same animal.
Releasing sterilised, vaccinated dogs at their original location keeps a stable, non-breeding, immunised population that keeps new unvaccinated dogs out — this is more effective than removal, which the ABC Rules also prohibit.
Yes. Ward-wise sterilisation and immunisation coverage is published for transparency, as summarised on this page.
